The public administrator in the light of the Romanian Administrative Code

According to the Administrative Code of July 5, 2019, at the level of communes, cities, municipalities and counties, the mayor, respectively the president of the county council, may propose to the local council, the county council, as the case may be, the establishment of the position of public administrator, within the maximum number of approved positions. Among the current challenges of the administration, we underline that this function of the public administrator, inspired from the American city manager, was created in order to increase the professionalism in local public government. But what are the similarities and differences of the Romanian public administrator compared to the American one or to the other similar functions in Belgium, Denmark, Germany, Great Britain, Latvia, Holland and Sweden? This is one of the challenge of the contemporany romanian crises of the local administrative level since 2006, date of the creation of this fonction. But also, the principal key of the Romanian public administrative reform.
